The complaint also seeks an investigation into a top state official and close friend of the PM having obtained a 10 million dollar commission through this deal.
It implicates the chairman, CEO and the director board of the airline as well.
The CEO Suren Ratwatte is a brother of Charitha Ratwatte.
Prior to lodging the complaint, JO MP Mahindananda Aluthgamage told the media that this would be the sixth complaint under its programme to against the top 10 corrupt persons in the present government.

He alleged there was a big crisis within the government as the Malik, Paskaralingam and Ratwatte trio were running the country and government politicians were vehemently opposing them.
The trio give orders to the ministers and obtain commissions, he said, adding ministers are giving files against them to the JO.
MP Kanaka Herath said six documents would be submitted along with their complaint.
They include the copy of an email sent by Charitha Ratwatte to the SriLankan chairman advising him to follow the PM’s instructions and documents sent to the ministry secretary saying that the approval of the cabinet or the attorney general would not be sought.
